Messenger is Meta's messaging app linked to Facebook. For a business it is the inbox of its Facebook Page: people write to the Page, and the business answers by hand, with a bot, or from its own systems through the Messenger Platform. This primer explains how that works as of October 2026.
At a glance#
| Messenger | WhatsApp Business Platform, for comparison | |
|---|---|---|
| What it is | Conversations with a business's Facebook Page | Conversations with a business phone number |
| Who may start | The person; the business cannot open a conversation by message | The person, or the business with an approved template |
| After 24 hours | A person may reply for seven days; otherwise a utility template or an opted-in marketing message | Approved templates only |
| How it is priced | No per-message rate card; ads, tools and some paid features cost money | Per delivered message, by category and country |
| Best for | Questions that start from Facebook ads, posts and the Page | Updates, support and alerts to people who use WhatsApp |
| Avoid for | Reaching people who have never written to you; urgent alerts | Unsolicited marketing |
- The defining rule: a 24-hour standard messaging window. When a person writes to the Page, the business may reply for 24 hours, and inside that window it may even send promotional content.1
- After the window: a human agent may still reply for up to seven days.4 Other follow-ups need a utility template or a marketing message the person agreed to receive.36
- Recent change: since 27 April 2026, requests using three of the old message tags are refused.23
How it works#
The Messenger Platform is the set of tools that lets a Facebook Page send and receive messages through an API.13 A business, or a provider acting for it, connects an app to the Page with the Page's permission. From then on:
One Messenger conversation, step by step
- 01The person writes
From the Page, an ad, a link or a button; the 24-hour window opens
- 02A webhook arrives
Meta calls your system with the message
- 03You reply
By hand in an inbox, through a bot, or from your own system, through the Send API
- 04The window runs
Each new message from the person restarts it
- 05After 24 hours
Only a human agent reply within seven days, a utility template, or an opted-in marketing message
A few terms:
- A webhook is a call Meta makes to your system when something happens, such as a new message.
- The Send API is what your system calls to reply. Meta limits how fast an app may call it.14
- An m.me link is a short web address that opens a conversation with your Page, for a website, an email or a printed code.7
- Message tags were labels that let a business send certain non-promotional updates after the window. Since 27 April 2026, the tags for event updates, account updates and post-purchase updates return an error; Meta points developers to utility templates or the Marketing Messages API instead.3
- The human agent tag remains. It lets a person (not a bot) reply up to seven days after the customer's last message, for issues that could not be solved in time. An app must pass Meta's review to use it, and automated messages are not allowed under it.4
- Marketing messages let a Page ask a person for permission to send recurring promotional messages after the window. The person opts in, is asked to reconfirm from time to time, and can stop at any time.6 Meta has shortened the minimum gap between two sends on the same subscription from 24 hours to 12.5
Instagram messaging runs on the same platform rules; Meta publishes one policy for both.1 See Instagram 101.
Setting it up
Setting up is mostly a matter of permissions. The business needs a Facebook Page and someone with admin rights on it. A provider's app, or the business's own, asks the Page for permission to read and send its messages. Some abilities, such as the human agent tag, are granted only after Meta has reviewed the app.4
Before you sign with a provider, ask which permissions it needs and how you withdraw them if you leave. The Page and its followers stay with the business. The copy of past conversations held in a provider's inbox is a separate matter, worth settling in the contract.
One more detail matters for any customer database: Messenger identifies a person to your Page by an ID that belongs to that Page, not by a phone number or an email address. Linking a Messenger conversation to a customer record therefore needs a step of its own, such as the person signing in or sharing an order number. Omnichannel is an identity problem explains why that step matters.

On WhatsApp and Messenger
Messenger began as Facebook's chat feature. Its business story is a series of policy changes, each tightening what a business may send unprompted.
In April 2016 Facebook opened Messenger to businesses' automated assistants (bots) and began allowing sponsored messages, ads that land in the inbox of people who had already talked to a Page.8 Within months it updated the platform's policies to restrict how long after a person's last message a business could keep writing.9
In August 2019 Facebook announced a cleaner model: a 24-hour standard messaging window, plus a short list of message tags for specific non-promotional updates.10 After developers asked for more time, it moved the deadline and announced a one-time notification feature, a single follow-up a person could request.11 The new rules took effect on 4 March 2020.12 In June 2021 the human agent tag, which gives a person seven days to reply, became available to all developers.3
In 2026 Meta retired three of the four tags. From 27 April 2026 requests using them receive an error, and Meta recommends utility templates or the Marketing Messages API.3 In the second quarter of 2026 Meta made its own AI Business Agent available globally on WhatsApp and Messenger.16
Where it is used#
Messenger is used wherever Facebook is used, but Meta does not report Messenger's audience on its own in its quarterly results. Its quarterly results count people across its family of apps: 3.60 billion daily on average in June 2026.15 That figure includes Facebook, Instagram, WhatsApp and Messenger together, so it is not a Messenger number.
What can be said by region, from Meta's own statements:
- The Americas: in the second quarter of 2025, Meta's revenue from click-to-message ads, which open a chat in Messenger, Instagram or WhatsApp, grew more than 40% year on year in the United States.17
- Europe: the EU designated Messenger a gatekeeper messaging service in September 2023, alongside WhatsApp.19
- Middle East and Africa, and Asia-Pacific: Meta publishes no Messenger-specific figures for these regions.
In practice, Messenger matters most where a business's customers already find it on Facebook. Whether that is true in your market, and for your customers' age groups, is a question for your own data or a named survey for your country, not for a global average.
What businesses use it for#
- Sales: questions before purchase that start from an ad or a post. Click-to-Messenger ads are the most common entry point, measured in Meta's ad tools as "new messaging connections".18
- Support: answering people who write to the Page, inside the window, with a human agent able to follow up for seven days.4
- Chatbots and AI agents: answering common questions and handing over to a person. Meta's own Business Agent has been available on Messenger since the second quarter of 2026.16
- Marketing: promotional messages inside the window, or later to people who opted in to marketing messages.16
- One inbox: Messenger alongside Instagram, WhatsApp and web chat in a unified inbox, so one person's history is in one place.
A worked example
A furniture shop runs a click-to-Messenger ad for a new sofa. A customer taps it and asks whether the sofa comes in grey. The window is open, so an agent, or a bot that hands over to one, answers in plain words, shares photos and, because promotional content is allowed inside the window, mentions a matching chair.1
Two days later the customer has not ordered, but writes again to ask about delivery. The window reopens with that message, and the agent answers. After the order is placed, the shop sends its delivery confirmation as a utility template rather than a retired tag.3 If the customer agreed to hear about future sales, those go as marketing messages, which the customer can stop at any time.6 Nothing in this flow reaches a person who has not written first.
For the difference between a conversation and a campaign, see conversational marketing defined.
What it costs#
Unlike WhatsApp, Messenger has no published per-message rate card for replying to people. The costs sit elsewhere:
| What you pay for | How it is charged | |
|---|---|---|
| Starting conversations | Click-to-Messenger ads and sponsored messages | As ads, through Meta's ad auction |
| Replies in the window | Your team, inbox or bot | Provider fees per seat, contact or month |
| Marketing messages | Recurring promotions to people who opted in | Free trial for now; Meta says it intends to charge |
| Meta's AI agent | Automated answers by Meta's Business Agent | Meta plans subscriptions and token pricing |
- Ads. Click-to-Messenger ads and sponsored messages are bought as advertising.8 Meta's ad tools report the cost of each new conversation they start, the "cost per new messaging connection".18
- Marketing messages. Meta describes recurring notifications as a premium feature it intends to charge businesses for, currently offered in a free trial.6
- AI. Meta said in July 2026 that it plans to begin charging businesses for its Business Agent in the second half of 2026, through subscriptions and token pricing.16
- Providers. Inbox, bot and automation tools are usually priced per seat, per contact or per month.
Ask any provider to separate Meta's charges (ads, any paid Meta features) from its own fees.
Rules and regulation#
This section describes rules; it is not legal advice.
Platform policy. Meta's policy for the Messenger Platform and the Instagram messaging API sets the 24-hour window and what may be sent in it, including promotional content.1 Message tags may not carry promotional content, and misuse can restrict a Page's or an Instagram account's ability to send messages.2 The human agent tag is for people, not bots.4 Marketing messages require the person's opt-in, periodic reconfirmation and an easy way to stop.6 Since the April 2026 change, a system that still sends the retired tags gets errors, not deliveries.3
Consent and privacy. A message the person asked for is not the same as consent to marketing. Record opt-in and opt-out per purpose and channel; see consent is a data model. Data protection laws such as the GDPR apply to the conversation data you keep and to the providers you share it with.
The EU Digital Markets Act. The Commission designated Messenger, with WhatsApp, a gatekeeper messaging service in September 2023.19 Such services must let rival messaging apps interoperate on request and free of charge, keeping end-to-end encryption; voice and video calls come within four years of designation.20 Meta has described how it builds this for both apps.21 This affects chats between people, not a Page's business messaging.
AI. If a bot or AI agent answers, tell people so; see disclosing AI in a conversation.
Limits and pitfalls#
- No cold outreach. A business cannot message people who have never written to its Page; the conversation starts with them.
- Old automations that still send tags. Since 27 April 2026, sends using the retired tags fail with an error.3 Check any flow built before then.
- Using the human agent tag for bots. It is for a person's reply only, and needs app review.4
- Promotions outside the rules. Promotional content belongs inside the window or in opted-in marketing messages, never in a tag.12
- An unanswered Page. Messages to a Page that nobody watches cost goodwill. Put Messenger in the same inbox as the other channels.
- Rate limits. The Send API limits how fast an app may send, which matters for large replies after a campaign.14
- Rules that move. The platform's rules changed in 2016, 2020 and 2026. Budget time each year to re-read them.
- No delivery guarantee for urgent alerts. For passcodes and alerts that must arrive, use a channel built for them.
Questions to settle before launch:
- Who answers the Page at weekends and on public holidays, and what does the customer see meanwhile?
- Which follow-ups will happen after 24 hours, and which of the three routes (human agent, utility template, marketing message) does each one use?
- Where is consent to marketing messages recorded, and how does a "stop" reach every system that sends?
- How does a Messenger conversation join the customer's record when the customer also writes by email or on WhatsApp?
- Who re-reads Meta's changelog, and how often?
Strengths and weaknesses#
| Strengths | Weaknesses | |
|---|---|---|
| Entry points | Ads, posts, the Page and m.me links lead straight into a chat | Only people who write first can be reached |
| Conversation | Rich replies, quick replies, bots and human handover | A 24-hour window, then narrow options |
| Cost | No published per-message fee for replies | Ads to start conversations; paid features growing |
| Fit with Instagram | One policy and similar tools for both | Two inboxes unless your tools join them |
| Stability | One official platform run by Meta | Rules changed in 2016, 2020 and 2026 |
What comes next#
- From tags to templates. Meta's direction is set: utility templates and the Marketing Messages API replace the retired tags.3
- Paid features. Meta has said it intends to charge for recurring marketing messages6 and plans subscriptions and token pricing for its Business Agent.16
- Interoperability. Under the Digital Markets Act, voice and video calls between Messenger and rival apps are due within four years of the September 2023 designation.2019
When to choose it#
Is Messenger right for this conversation?
- 01Do your customers find you on Facebook?NoLook at the channels they do useYes
- 02Will the customer write first, from an ad, a post or your Page?YesUse Messenger, and answer inside the windowNoMessenger cannot start it; use a channel you hold consent for
- 03Does the follow-up come more than 24 hours later?YesA person within seven days, a utility template, or an opted-in marketing messageNoReply freely in the window
Messenger fits businesses that already invest in Facebook: conversations start from ads and posts, and quick answers turn interest into sales. It is weaker for reaching people who have not written, and for anything that must arrive at a set time.
Compare it with WhatsApp 101 and Instagram 101, see the Messenger channel page, read choosing a channel per message, and weigh every channel side by side in which channel for which need.
